Resolution Recognizing Traditional Marriage as the

Irreplaceable Building Block of Family and Society

Whereas, the Declaration of Independence, which reminds us of a time of great turmoil that befell our ancestors, to the ends that their direct experience inspired them to recognize and officially record the events that transpired and the vision to prevent turmoil from repeating itself by binding this new and unprecedented government with the Bill of Rights;

Whereas, that same Declaration recognized that all was given to creation by a creator; a creator by nature gives life to the creation and through natural order and dominion, bestows the right to life, liberty, and the pursuit thereof;

Whereas, only traditional marriage can co-create new life in the design used by our own creator;

Whereas, this image and likeness; this intrinsic and unchanged identity is what connects us to our history and ultimately to they who created mankind in their image and likeness; this image that is not only individual but familial. 

Whereas, these gifts of life and heritage are only possible through a man and a woman choosing to propagate human existence over time;

Whereas, all cultures, and ways of life, depend upon the same for survival; for existence; for relevance; 

Whereas, we as future leaders believe in the potential and dignity of all people to the ends that we can not sit silently as beloved friends and family advocate to the contrary of this resolution; respect for them demands it;

Whereas, the traditional family structure is not simply preferred; it is the premier mode of inclusiveness: acceptance, tolerance, and obedience in the name of the same creator invoked in our founding document; 

Whereas, the same creator that created the universe does not will it for us to do things differently than he designed it;

Therefore be it resolved, we, the Executive Board of the NDYR, as future leaders believe in the potential and dignity of all people to the end that we can not sit silently as beloved friends and family advocate to the contrary of this resolution.

​​We, the Executive Board of the NDYR, hereby Resolve that Traditional Marriage is the Irreplaceable Building Block of Family and Society.

A concurrent resolution recognizing parents as the chief stakeholders of the future and

education of the their children.

WHEREAS, in most instances, the parents are the primary caretakers and guardians of

their children; and

WHEREAS, parents should be recognized as the primary stakeholders in their children's

futures; and

WHEREAS, parents should repudiate weaponizing labels and government agencies for

merely participating in the political process; and

WHEREAS, it is necessary to restore the balance of respect and power between parents

and the government for the benefit of children by recognizing parents as the chief stakeholders

of children's futures;

NOW, THEREFORE, BE IT RESOLVED BY THE OF NORTH

DAKOTA, THE CONCURRING THEREIN:

That the Sixty-seventh Legislative Assembly recognizes parents as the chief stakeholders

of the future and education of the their children; and

BE IT FURTHER RESOLVED, that the Secretary of State forward copies of this resolution

to the Speaker of the United States House of Representatives, the President Pro Tempore of

the United States Senate, and each member of the North Dakota Congressional Delegation.

Resolution Affirming Free Speech with Emphasis on Educational Environments

Whereas the Constitution of the United States of America enshrines God given rights and not socially granted rights;

Whereas these God given rights are listed and adopted, by the People of the United States of America, and legally enacted as Supreme law as the Bill of Rights;

Whereas the First of these Amendments pertains to Freedom of Expression and Freedom of Religion;

Whereas these rights apply to all equally under the law as to ensure nobody loses these rights without due process of the same law;

Whereas the beautiful gifts of conscience and virtue are rooted in these protected ideals;

Whereas prohibiting one FROM living and practicing their deeply held convictions, is as degrading, as it is TO force someone to live and practice the same;

Whereas Article 1 Section 1 of the ND Constitution declares All individuals are by nature equally free and independent and have certain inalienable rights, among which are those of enjoying and defending life and liberty;

Whereas Article 1 Section 21 of the ND Constitution declares nor shall any citizen or class of citizens be granted privileges or immunities which upon the same terms shall not be granted to all citizens.

Where as Article 1 Section 22 of the ND Constitution declares All laws of a general nature shall have a uniform operation.

Whereas Article 1 Section 24 of the ND Constitution declares The provisions of this constitution are mandatory and prohibitory unless, by express words, they are declared to be otherwise.

Whereas Article 8 Section 5 of the ND Constitution declares All colleges, universities, and other educational institutions, for the support of which lands have been granted to this state, or which are supported by a public tax, shall remain under the absolute and exclusive control of the state.

Whereas Article 8 Section 6(b) of the ND Constitution Declares The said state board of higher education shall have full authority over the institutions under its control with the right, among its other powers, to prescribe, limit, or modify the courses offered at the several institutions. In furtherance of its powers, the state board of higher education shall have the power to delegate to its employees details of the administration of the institutions under its control. The said state board of higher education shall have full authority to organize or reorganize within constitutional and statutory limitations, the work of each institution under its control, and do each and everything necessary and proper for the efficient and economic administration of said state educational institutions.

Whereas the Great State of ND is represented by a supermajority of endorsed Republicans making it clear that an overwhelming number of citizens support and expect its leaders to be guided by these laws and principles;

Whereas the pertinent Republican ideals enumerated in the platform are Individual Liberty, Personal Responsibility, and Quality Education;

Whereas students freely enroll to be educated based on state standards, have freedom to obtain or limit their education beyond these standards, and should not be forced to be educated against their will especially in ways they believe violate their First Amendment Right;

Whereas attending a State Funded University is not considered consent to be educated on matters the student has not enrolled in;

Whereas no danger resides in upholding these rights but every danger resides in abusing these rights without due process;

We the Membership Body of the NDYR, on the 15th day of January, in the year 2022, hereby declare that the Constitution of the U.S.A. and the Constitution of North Dakota have no physical limitations of application especially in matters of Public Interest.

2020 Resolutions:

State Executive Board Endorsements

Any Endorsements to be made by the NDYR State Board, in regards to candidates, initiated measures, and/or any other binding resolutions,  shall be made after a quorum of 3/4 of sitting members is attained at an officially called meeting. At this meeting, with a quorum of members, 2/3 of members present must vote in favor of an endorsement in order to gain public approval and support of the NDYR organization.

Requirements to Maintain Eligibility on the State Board

A) In order for a person to be in a regional board position their primary residence must be located in the region for at least 30 days prior to being elected or appointed.

B) If a State Board seat is vacated, not including the Elected Region Chairs, the board, with a 3/4 quorum present at an officially called meeting, may appoint a new person to that position by a majority vote with the Chair being the tie-breaking vote.

C) If any Regional Seat on the State board is vacated, it will be up to the respective Regional Board, who has the right of way, to fill the Seat. If the Regional Board does not fill the vacancy within 30 days the State Board may at the next offical meeting, with a 3/4 quorum present, by a 2/3 vote, fill the vacancy with an eligible candidate. If there is no clear consensus and no vacancy can be filled by due process, The Seat on the Board shall remain vacan and be listed in any meetings or votes as "Not Present", until either the Regional or State Board can reach a consensus or until the next State Convention.

D) If a Regional Board seat is vacated it is up to the Region to fill the seat.
